It actually has to do with the fact that radar only gets the fastest/strongest signal, and one cannot assume that the other vehicle was traveling at the same speed. Sometimes, LEO will try to get both, but if you play it right, then ask to see the radar reading (especially if you are in the front, or the middle) that reading is only good for the last bike they claim to tag, or the first, not both.  Also, read about radar beam angles, and beam widths...very interesting.
