[Ducati] Monza Junior- need help on year?

I recently picked up a Monza Junior 160. I would like to apply for a title and need to determine the model year. 

Here is the information from the tag on the steering head:

I assume that the second line is 'year of construction' but there are only 3 digits with no evidence of a 4th number ever have been stamped, is this normal? 

Can someone tell me what model year this bike is by using the motor/frame number? If not, please direct me to a site or source that can help me with this information.
