i read in RR world that the limit honda proposed was 19,000 rpm,

That is correct, the article said 19,000.  As I remember, Honda said
that they can successfully run to approx 19,300 using the conventional
spring valve motor, and could run higher with the pneumatic valve motor
except that the power delivery is more abrupt, and this is why they've
continued to run the spring motor until they successfully sort this
power delivery issue out with the pneumatic motor.
