[Ducati] 17000 RPM MotoGP Limit?

i read in RR world that the limit honda proposed was 19,000 rpm,either way this is still not good,if a team wants to field a bike w/ more than 4 cyls.(though i doubt we'll see any)?it's got to rev higher to get the horsepower.one of the HRC bosses also said that he's confident that valve springs can still rev higher,citing the fact that the NR500 oval piston engine of the late 70's ?revved to 22,000 rpm,the only thing is that the NR500 had 8 valves per cyl. and they were much smaller.smaller valves = less weight = higher revs w/o float
