Here on the OR coast, most wave too - some do the head nod. I get a few
riders on all brands that don't respond at all(except for that guy on a GSXR
who flipped me off instead - not sure what that was about)
Someone on the list a year ago or so said "If they don't wave back, it's
fine. I was waving at the bike anyway!" or something like that (forgot who
said it, but thank you for saying it). I have adopted that as my personal
thought process when the rider doesn't wave back. It's not the bikes fault
it's being ridden by a twat!

In the SF area I have found that most HD riders wave back. The only ones
who consistently do not are the beanie wearing, masked (hilarious) bad biker
wannabes. This was also true when I was still riding my Harley. The other
group that consistently does not wave back? Street legal dirt bikers.
Everyone else, whether they be HD or other cruisers, sport bikes, old
standards, whatever are pretty good about it. Your results may vary.
