[Ducati] '96 900SS Carb Question

Just bought my first Ducati and it's a beauty. It cranks up easily, idles fine and accelerates normally. My problem is at higher rpms where it seems bog down approaching 7500rpm and beyond. Since it came from a guy in Albuquerque I'm thinking it's tuned for higher density altitude (I'm at sea level). The carb needles are on the 2nd notch and I wonder if this is where I might start. From what I have read the 3rd notch is pretty standard. Before I do something stupid I thought I'd ask for input from the DucNet.
