[Ducati] LED help

I have had a few good ideas thrown my way but think I didnt indicate my
problem clearly. It isnt a too fast blink rate.... I have NO blink. They
just come on when activated - resistors or not. Hope this aids in
diagnoses.... Thanks to all.
