A quick and relevant history lesson here - in 1990, the Yamaha FZR400
was $100 MORE expensive than the FZR600.  Why?  Because displacement
alone has next to nothing to do with the cost of a motorcycle.  The
400 had an aluminum frame and swingarm that the 600 didn't have, and
as such, was a better handling and more desirable bike all around.
The reason they dropped it from the US market was simply because the
US didn't appreciate the nuances of smaller displacement, and making
the exact same 600 with a 400 motor cost them exactly the same, so
they opted not to do it.

I'd expect the 848 to be a lesser bike all around, especially so as
not to cannibalize sales of the 1098.  What I really wonder is how
many local racing organizations will change rules to make these bikes
fit where they're competitive/dominant.
