One more thing you could check is for air leaks in the intake manifolds.
Check the seams for leaks at the cylinder head and at the carb by
running the engine at idle and holding an un-lit propane torch near the
seams. You don't need much to suck into the intake charge to cause an
increase in engine RPM. It will point you right to any leaks.

I think, and I know the experts will correct me if I'm wrong, there is a
vacuum bladder at the top of the carb. If this has a slight hole, cut
etc. I
think the carb slide will remain in the up position and you will
experience
the rpm's remaining high.
