Actually this is exactly wrong. Just the opposite is true. Given the
restraints we're talking about Carbon based fuels the most efficient
combustion gives off CO2 and nothing else. Soot is un-burnt carbon and the
there should be no "uncombusted" remains in an efficient system. N2O is a
pollutant a byproduct of burning air which contains nitrogen and oxygen and
has to be dealt with by adjusting the temperature of the combustion or by
use of a catalyst. 

By definition efficiency is the ratio of the energy delivered by a machine
to the energy supplied for its operation. Part of that is how completely the
fuel is burnt any leftover un-burnt fuel is inefficient. The other part is
how well the energy is used.
