Or they left the driver ring out of the hub (that will do it, won't it?) ... or ... or ... or ...
If you don't have access to a tire machine (I got so tired of it that I bought one) at least R & R your own wheels. The money you save in labor will pay for your stands and sockets pretty fast.

If it isn't routed properly the cable inside will snap, detach from
the bottom and pull the cable out to examine it. It should be squared
off on either end. Hopefully this is it, if not you may have an issue
in the speedo or the part attached to the front wheel.
