[Ducati] Salvaged Title

IN NY state you have to get it inspected at a DMV inspection station,
I think its run by the state troopers. This isn't so much to check
for proper lights and control operation as it is looking for stolen
parts. The salvage stigma will follow the bike so re-sale is going to
be difficult unless you severely discount it, this doesn't matter so
much for a track/race bike that is assumed to be trashed :)
