I will be the devil's advocate here and say that the problem isn't 
driving while on the phone, it's the morons who can't drive when they 
are on the phone giving the rest of us a bad name.

Why not have classes of driving licenses whereby you qualify by 
showing you can perform up to a certain level.

I.e. the "highest" class would be you talking on the phone, eating a 
burger and yelling at your kids in the back seat while merging into 
rush hour traffic.  If you can do this consistently, you get an "A" 
plate showing.

The lower classes would be lesser skill levels,  and go down from 
there.  I never understood why we only have one class of driver 
license regardless of provable skill.

People caught exceeding their license level (ie. talking on a cel 
phone when not certified) will be sodomized with a tire iron on the 
spot when caught.
