My guess (and it's purely that) would be the buffering issue is a  
result of servers/network being "put to task" on race day and less to  
do with resolution.  The possible benefit to upgrading to hi-res may  
be that it's served off a different server/network and that there are  
significantly fewer users of the hi-res feed, potentially lessening  
the strain on the server/network's need to take its time buffering.   
Again, speculation on my part.
