Unfortunately, neither the FBI - NCIC(National Crime Information Center) database for stolen vehicles or in Texas's case the TX DPS - TCIC(Texas Crime Information Center) database for auto/bike thefts follow the advertisements on E-bay(in this day and age you would think they would). In addition, many southern states still have very "liberal" vehicle title policies, thus it is very easy to "wash" a burn or salvage title through several states to produce a "clean" title for a stolen motorcycle or automobile.
