I've always heard it was a tap to the top of the dome to indicate
LEO's on the road. Haven't seen the fingers used before. Even get it from
a cager from time to time.

Hand to the helmet (I've always heard of it as top of the helmet) means
police ahead. I always add the distance (in miles) by the number of fingers
extended, in a hand held out, following the hand to helmet. 1 finger means
police within 1 mile, and so on. I've seen others do it as well.
