You pick them up at the Embassy Suites.

 From the Ducati web site:

Ducati owners attending this years Red Bull US Grand Prix at Laguna Seca 
can receive a special parking pass which allows direct access to the 
infield area known as “Ducati Island”. These official Ducati-only passes 
will be distributed at the Mazda Raceway Laguna Seca Will Call location, 
The Embassy Suites Hotel in Seaside, California. Pass distribution will 
begin Friday, July 21 at 7am.
