Thankfully Brian, they're not in "everyone's" car, but certainly many of
the domestic makes.  Here's a link to a list of most vehicles with EDR's
(Event Data Recorders).

I know BMW has stated that they aren't willing to install the devices in
the foreseeable future, all the more reason for me to keep driving them
I guess... ;^)

Recently in Las Vegas, a cop was arrested after he rear ended a car that
was carrying 4 people, killing 3 of them. He wasn't in pursuit and
didn't have his red lights on, he was just in a hurry to get home for
lunch. They determined his speed was 110mph by downloading the computer,
or "Black Box" in his patrol car, the same "Black Box" that is in
everyones car.
