[Ducati] Intelligent Speed Adaptation - Big Brother in the UK

That's just crazy. I could see a use for it on say, repeated speeding 
violators where they endangered other people . Or use them on people who are 
repeatedly arrested for driving while intoxicated or for known gang members 
and so on....
