[Ducati] 2002 Monster S$

I asked Ducati about whether they could make me a red key from the  
code card. They informed me the code card is only for service techs  
to use if they need to work on the bike and has nothing to do with  
the Red key.  I still can't understand why Ducati refuses to make the  
Red Keys available if you have every other piece of the puzzle.
