Tony, don't know about the water cooled bikes or how the circuits are wired on your fan, but my immediate thought is that the fan is seized up/seizing up and blew the fuse. You just bypassed the fuse when you went direct to the battery. Check the fuse. 
   
  See how easily the fan turns when you flick it. I would figure it spins almost freely. If not, see if the bearings can be lubed in some way. If not, recon a new fan is in the crystal ball.
