I had a similar problem about 30 years ago, with a painter who constantly
gave me excuses, refused to return my parts.  Finally, I just called the
police, told them that they had my property and refused to return it, and
that I wanted to file criminal complaint for theft of property.  The cops
went over with me, and guess what?  I got my parts back right away!
