To get rid of the tiny surface scratches I'd wet sand it with 400 grit, 
600 grit or dry scuff it with a 3m scratch pad, maroon color, and spray 
at least two wet coats of high solids clear, other clears could take 3 
coats as a minimum. That should take care of the tiny scratches as the 
clear coat would cover them pretty well. You're half way there.
I don't think the problem was  your sanding since all the problem you 
got were tiny scratches, but more so the not laying enough clear coat on 
the part.
