You were right the first time.
The shirt is a "screw you" to the Japanesse bike makers.
Like the American mucle car owners hate the Import sports cars and refer to 
them as "rice burners".
I believe that Italian bikes are refered to as "olive oil" bikes by those 
who ride the Japanese models.
So it's saying in other words, "my bike might run on "olive oil", but at 
least it's not a "rice burner".
Did that make any sense?
One last thing, I'd bet that it's ment as a dig for the Japanese scooter 
riders over there. As Italy has quite a few scooter manufactures, they hate 
it when they see someone riding a Jap. scooter.
