Alex,
   Yes and it works quite well.  With the carbs off and looking at the 
butterfly valve of the primary carb adjust the idle speed
screw on the primary carb so there is enough room to put the smooth end 
of a 3/64 ( a smaller one will work also )
drill bit between the butterfly and the bore of the carburetor.  Back 
off the idle speed screw until the butterfly valve just touches the 
drill bit. Without changing the idle speed screw put the drill bit in 
the secondary carb ( the one that is adjusted
with the sync screw )  and adjust the sync screw until that butterfly 
just touches the drill bit. Really quite
an easy process.
