[Ducati] Static Carb Sync?

Ive used rolling paper before for a good start. Place the paper between the butterfly and venturi and adjust untill you can pull the paper out at the same time and tension. Then raise the idle screw adjustment. As far as the air mixture screw is concerned, screw them in all the way , gently seat and back out two and a half turns. That should get you going. Works for me.
