Wally,
The POR-15 product that I have used doesn't harm paint but it is a real bear
to get off if it even gets slightly dry, without sandpaper anyway... This
was not in a fuel tank but rather on some floor panels I replaced on my
jeep. As another thought I had a local radiator shop de-rust and seal the
inside of some extra fuel tanks on my truck, they did this about 10 years
ago now and no rust, no flaking etc. The process only cost me something
like $30 bucks a tank. You may want to look into that.
