Tom,
Maybe this example will help you.  My 996 is mostly a racebike.  Probably
only did 2,000/year (mostly race miles) in 2004, 2005 and 2006.  I had the
belts *checked* one year ago (after two years/4,000 miles)...but Not
replaced as they looked good...and not too loose (as in your example)...so
I went the THIRD year on the same belts...no problems (again...only a total
of 6K miles...but those were HARD WFO miles).
I'm going to have them replace soon...as I don't want to go FOUR
years...but I wouldn't worry about the third year to reach your 20K km
before replacing the belts (this is assuming that 20K km is OK to begin
with).
Sounds like the bike's not going to sit around for months on end...just
going to be used a little less frequently than it used to be...given your
999 purchase.
Of course...YMMV..and as others have suggested...the cost of replacing
belts is small, next to cost of failure...

p.s. Not to jinx myself, but these three year old belts are gonna get a
workout next tuesday at a trackday.  If something bad happens...somebody
can say "I told you so..."  LOL

Actually, as the bike has been under warranty, I've taken it in.  Last
year,
at 10k km they told me one of the belts was too loose, so they replaced
them, this year one of the tension pulleys was bad and the belts needed to
be replaced (currently waiting for the pulley to arrive).
