IN my case it turned out to be the sprag, which if memory serves can wear
out faster if you're using a lightened flywheel.

BUT, in my case the starter was spinning but it wasn't turning the motor.
In your case, that sounds like it's not the case.  It's probably not the
start switch itself, either, because it sounds like the relay is working.

So, I think the first thing I'd check is the wiring from the relay to the
starter.  Take the wire off, clean/degrease it, and then reconnect with
dielectric grease.  See if that makes the starter turn.  If not, then you
remove the starter and odds are you can have it serviced at any old electric
motor shop, or just replace it.  You can probably get a working replacement
from woundedduc.net.  I think I priced 'em out around $150 for a new one or
more like $80 for a good used one.
