What works for me is a Gorilla paging alarm combined with a 
Kryptonite floor mount lock and chain.

When traveling, I use a Gorgon cable and the alarm.  The alarm is 
disgustingly loud, practically deafening at close range.  The paging 
setup works within 5-10 blocks in NYC, further outside of the city 
(up to a mile).  The alarm "chirps" when the bike is moved or 
vibrated.  Works very well, I think.
