What's the point in bringing the cc s down?
I don't know all the politics of the governing board, but for me, it will make for better racing (read: faster and more competitive corners).
Remember the 500cc days, when the 250cc bikes were close to the 500s in lap speeds?
It's all about the corners (which I think was the cover story in the brit "Bike" ten or so years ago-no, wait, it was "How to mend your corners;" good article, great photo).
