The conflict comes from the fact that since the mid 70's (in the USA)
motorcycles  have to have their headlight on all the time.

Until the advent of DRL, if you saw a light, it was a bike. Now,
lights are all over the place so bikes are once again part of the
"noise". (no pun intended)
