[Ducati] Waisted bolts ...

The purpose of reduced diameter "waisted" bolts and studs is:

"The shank diameter of a 'waisted' bolt is less than the thread diameter thus allowing a radiused thread runout which reduces stress concentration"

If the shank diameter is the same size as the outside diameter of the threads, then a stress concentration is developed where the threads end.

One thing I might add to this thread is while earning my A&P I had the
oppertunity to disassemble alot of aircraft powerplants and in almost every
case the things were assembled with waisted bolts and studs. Maybe the
engineers knew something I didnt at the time. And some of this stuff was
older than me (52) and probably in better shape . Also It was a big FAA no
no to lube threads of a torgued fastner.
