My guess would be because it was such a low mileage machine.
Bikes that are not used for long periods of time tend to have problems. Could have been any number of reasons but, needing the carbs
done as well leads me to think it was road hard and put up wet after it's last outing. Old gas turned to varnish in the carbs and
the plates may have welded themselves together.
Funny they don't mention it their sales pitch but everything else should have been done too. All the fluids, belts etc. etc.
I can criticize 'cause I'm not in the market for a Superlight. Even if I was I think I could find as good an example closer for
less.
But, if I was wanting to go old school, (square headlight and carbs) another FE would do me fine. But I'm thinkin' four valve these
days.
And with my present financial state I'll be thinking for a very long time too..... :-(
