[Ducati] (NDC) buying a bike within the EU

Hi,

I was wondering if someone on the list may know the answer to this question 
about buying a bike within the EU:

The issue is - I own a bike in Italy (actually it's in my father's 
name...he's a resident).  Usually when you buy a bike in Italy, you need a 
"permesso di sogiorno" and a "codice fiscale" - you need these 2 things to 
be able to transfer the ownership papers/title.  However, my question is how 
can someone else in the EU buy a motorcycle that's registered in Italy - The 
autoclub in Italy has said that the title cannot be transfered if the person 
doesn't have the 2 things mentioned above, but that's for another Italian.  
There must be a way to release the title of ownership to a buyer who is not 
an Italian, but who is an EU resident...(?)
